Definition

Validation Review is the finance review activity used to confirm that data, transactions, reports, controls, or model outputs have been checked against defined rules before they are used for reporting, approvals, planning, or decision-making. It helps finance teams verify completeness, accuracy, ownership, and evidence. A strong review supports financial reporting, reconciliation controls, audit readiness, and reliable management analysis.

How Validation Review Works

A Validation Review begins with validation criteria. These may include account coding rules, entity mapping, tax codes, approval status, tolerance limits, source documentation, model assumptions, and exception thresholds. The reviewer checks whether the item passed required tests, whether exceptions were resolved, and whether the evidence is sufficient for the intended finance use.

For example, during Analytical Review (Journal Entries), a controller may compare journal amounts with prior periods, budgets, recurring entry patterns, and supporting schedules. If an entry is unusual but properly supported, it can be approved for close reporting. If additional explanation is needed, it remains under review.

Core Components

  • Review scope: Defines which accounts, transactions, models, reports, or controls require validation review.

  • Validation evidence: Includes source files, approvals, reconciliations, comments, attachments, and timestamps.

  • Reviewer ownership: Assigns responsibility to preparers, reviewers, controllers, compliance teams, or finance leaders.

  • Exception tracking: Shows open, resolved, escalated, and approved validation items.

  • Final sign-off: Confirms that reviewed items are ready for reporting, payment, certification, or decision use.

Finance Use Cases

Validation Review is used in close management, treasury, procurement, tax, accounts payable, FP&A, intercompany accounting, and compliance. A Cash Flow Statement Review may validate operating, investing, and financing cash flow classifications before management reporting. A Working Capital Performance Review may check receivables, payables, inventory movement, and cash conversion trends before leadership discussions.

In procurement, a Procurement Performance Review can validate supplier spend, purchase order compliance, savings calculations, and payment timing. In compliance environments, Regulatory Compliance Validation helps confirm that required evidence, controls, and reporting inputs are complete before submission or certification.

Model and Access Governance

Validation Review also applies to finance models and user permissions. Independent Model Validation (IMV) confirms that forecasting, risk scoring, valuation, or classification models have been reviewed for assumptions, data inputs, calculations, outputs, and approvals. Model Validation (Data View) supports this by checking completeness, outliers, overrides, and source data quality.

For access governance, User Access Review (Data) helps validate whether users have appropriate permissions for finance data, approvals, reporting, and administrative activities. This supports segregation of duties and strengthens control visibility.

Key Metrics

Useful metrics include review completion rate, exception aging, reviewer turnaround time, unresolved exception count, evidence completeness, and rework rate. A practical measure is review completion rate.

Review Completion Rate = Completed validation reviews / Total validation reviews required × 100. For example, if 1,250 validation reviews are required for a monthly close and 1,200 are completed on time, the Review Completion Rate is 1,200 / 1,250 × 100 = 96%. A high rate usually indicates strong ownership and close discipline. A lower rate shows where finance teams should improve assignment clarity, evidence readiness, or escalation routines.

Management Review and Decisions

Validation Review supports recurring leadership forums such as Monthly Business Review (MBR) and Quarterly Business Review (QBR). In these meetings, finance teams use validated numbers to explain revenue trends, cost movement, margin performance, cash flow, and operating priorities. When data has already been reviewed, decision-makers can focus on actions instead of questioning the reliability of inputs.

It may also support external stakeholder analysis. For example, a Credit Rating Agency Review may require validated debt metrics, liquidity schedules, covenant calculations, and forecast assumptions. A disciplined Validation Review gives finance leaders confidence that submitted information is consistent and supportable.

Summary

Validation Review is the structured finance review of validated data, transactions, controls, reports, or model outputs before they are used for reporting or decisions. It connects rules, evidence, ownership, exceptions, and sign-off into a reliable control activity. When applied consistently, it improves reporting accuracy, compliance readiness, cash flow insight, and overall business performance.
